A claim can combine a checkable fact, a prediction, an opinion and a rhetorical flourish in the same sentence. Before assigning a finding, the review must isolate the factual proposition and explain the standard being applied.
When not to force a verdict
Use an unresolved finding when reliable information is incomplete. Use missing context when the stated fact is technically supportable but creates a materially distorted impression without additional information. Predictions should be revisited when measurable outcomes become available.
